Minecraft Promo Art Pack is a material package used to implement styles similar to Minecraft's various promotional designs in the game. If you think this package sounds very similar to the other, yes, because the creator actually made the MCMojang material package, which was designed for the same purpose. However, the problem with MCMojang is that its 8×8 resolution is relatively low, which makes it difficult to design good-looking textures. On the other hand, the Minecraft Promo Art resource package does not have this problem. 
The Minecraft Promo Art Resource Pack, very much like its predecessors, is awesome in implementing the art style in the game, the same style used in almost all Minecraft promotional designs. The colors are bright and vibrant, and the amount of detail in the texture is not very high, they still look spectacular because they are very smooth and absolutely no noticeable noise.
The resolution of the Minecraft Promo Art Resource Pack is 16×16, which is significantly higher than the 8×8 of the original MCMojang, so the texture must look much better. This package is also very well optimized, so almost every computer that can run Minecraft is fine. It is important to remember that the Minecraft Promo Art Pack is still a material package under development, so many textures will still change.
